GetAssetIssueByName

Look up a single TRC10 token by name. Note: since the ALLOW_SAME_TOKEN_NAME proposal, name is no longer unique, and this method returns an error when duplicates exist; prefer GetAssetIssueById or GetAssetIssueListByName.
